Files documenting both the division's administration of the state's watershed district system, including its organization and maintenance and related drainage and legislative issues, and the actual establishment, organization, maintenance, and improvement of each individual watershed district and related drainage ditches. The files particularly relate to the 1954 Watershed Protection and Flood Prevention Act and special projects undertaken in the various districts. They include materials created under its predecessor, the Department of Drainage and Waters (1919-1931), and its successor, the Natural Resources Department (post-1971).

The Board of Drainage Commissioners of the State of Minnesota succeeded the Red River Valley Drainage Commission in 1897, and consisted of three members appointed by the governor (Laws 1897 c318). The commission's composition was changed in 1901 to consist of the governor, the state auditor, and the secretary of state, and its formal name became the Drainage Commission of the State of Minnesota (Laws 1901 c90).
